Is a projector light beam that much better than a reflector light beam with identical bulbs?
The question actually applies to my gf's Civic, but I figure the lighting technology is similar to the A4's with the newer projector beams, versus the older reflector beams.

Definitely! It's simple optics...
A projector has a lens which allows the designers much greater control over where the light goes than with just a reflector (both systems have reflectors, but a 'reflector light' only has a clear front),

Yup!
Think of it this way...standard reflectors spray a fixed amount of light all over the place. Projectors concentrate the light where you will need it most (and you will see a sharp cut off where they stop projecting light.

What causes the blue-colored "dazzle? Is it the specific wavelength of light being projected?
I'm just wondering, (even HID vs. non-HID) the projector lights cause a blue/green dazzle at the edges of its projection pattern, and thinking about a prism projecting all colors of the spectrum makes me wonder why you don't have red-dazzle or yellow-dazzle, etc.? Could someone explain?

I believe it's a lens abberation
As you approach the outer edge of the lens, you diverge from the thin-lens approximation (basically, the perfect lens), and you get abberations -- in this case, a chromatic abberation (a prism-like effect).
