REPOST....Got rear ended last night.....
....and they didn't have insurance. They said they would pay for the new bumper I need. There is an eight inch crack about one inch above the lowers, that goes horizontally across the bumper. Besides all the scrapes and gouges above that in the center of the bumper. It's a 99.5 volcano black....what are my options???

you only have 1 option
go to a body shop that you feel comfortable with, get an estimate and hand it to your co-worker. if he/she makes a silly face, tell them to hit a cheaper car next time.
then, have an intervention program where friends and loved ones try to convince this person to get insurance. my rates are what they are because of deadbeats like him/her. if insurance isn't mandatory in your state, then disregard paragragh two.

my experience is no insurance = no cash.
If they don't have the insurance, chances are they can't afford it. Which means I doubt they have the money to pay.
If I were in your situation, I'ad call the cops asap. The only reason why I wouldn't would is if they offered to pay you in cash up front. But keep in mind that aside from the bumper cover, you probably should get the entire bumper checked.
This happened to me once in my other car. Guy didn't have insurance. Said he would pay. Bumper was repair was $550, he wanted to pay partial. I said hell no, I need it up front. He took it out of his credit card instead....
