Real Anwers...
looking in the engine bay, between the engine and the firewall (passenger side of engine), there's a round silver valve (combi valve) which is vacuum controlled. This opens or closes the pathway that the secondary air enters the engine through. It is VERY common for the vacuum line going to this valve to break right at the valve itself. A normal pressure (or smoke) test may not find this as there's a control valve between the manifold vacuum and the combi valve. (control valve bolted to bottom of intake manifold).
If that vacuum line is in good condition, then there is either a leak in the hoses from the secondary air pump to the combi valve, or your secondary air pump is not getting power or is just broken.
95% of the time, it's the vacuum line to the combi valve.
