haven't seen anything about different power in US vs. la-la land cars. There's prob more on there to cut down on vapor emissions, but am not sure.
What does your sticker say? Lots of times there's a surcharge for a CA -equipped car.

Default The A4 has 50-state emissions. Same in all 50 states.

All A4 2.8's are 50 states legal. The engine is classed as a TLEV, transient low emission vehicle. I imagine the 1.8 T is also as it is also controled by the Bosch OBD-II.
There is no power loss due to the catalytic converter etc. BTW, the 2.8 has dual parallel converters. They are mounted close to the engine for early light-off.
