Is there an OEM oil filter wrench out there that fits over the top of the filter to remove?

Yup. I have this cap that'll uses a ratchet to unscrew the oil filter. Got it at pep boys for ~$5.

Sorry for the dark pic....it's kindof like a claw and it grabs tighter as you loosen with a socket wrench. Painless. Don't remember where I got it...want to say somewhere like WalMart or Autozone. Definitely wasn't a specialty store or anything. Good luck

That's exactly what I use. It works great. I use it for my other car filters as well.

Default Hazet
Hazet makes a tool exclusively for the Audi A4/Passat B5 engine.
It's like a $200+ filter wrench, but it's a very deep cup, and catches ALL the dripping oil.

$200 for a filter wrench?!? I'll let the oil drip down my arm for that much :-)
