This is on my 02 3.0
The dealer just installed 2 new cats. The cel came on one day later.

17831 - Secondary Air Injection System: Bank 1: Insufficient Flow
P1423 - 002 - Lower Limit Exceeded
17819 - Secondary Air Injection System: Bank 2: Insufficient Flow
P1411 - 002 - Lower Limit Exceeded

If you mean to ask whats up with these codes, ...
they mean the Secondary air injection system is not working. Either the hoses are loose, or the vacuum hoses to the SA Combination valve/s is disconnected, or the electrical connector to the SAI solenoid valve is disconnected, etc.
