Now if IRCC the ride height of a non sport pack car is between 27 to 27 1/4 inch from the ground to the bottom of the fender, front and rear, so technically you can drop the front by a maximum of 2.2 = 2 1/4 inches. This means anywhere between 24.75 to 25.0 inches from the ground to the fender for the front. The rear would be dropped no more than 1.7 or 1 3/4 inch (IIRC), so this means a max drop to between
25 1/4 to 25 1/2 inches from the ground to the fender.
I would set it up the following way, either the same front and rear at 25 1/4 or adjust a positive rake meaning the front end is lower than the rear at 25.0 in the front and 25 1/4 in the rear. If your car CAN NOT be adjusted within the H&R specs, there is most likely something wrong with your kit.
Now this said, I'm in Denver sitting in my hotel room and I'm doing this from memory so my numbers could be wrong and I suggest you double check all the H&R numbers on their web site and measure a non sport pack suspension on an A4 before you jump to a wrongful conclusion.
BTW, I used to have a picture of the two rear adjusters on my pics poster on AW, the short one (wrong part) and the newer taller one (right part). It showed the difference in size between the two.
