E-brake is sticking on the rear passenger side

E-brake is sticking on the rear passenger side
not temperature dependant. Sticks every time. Could this be a bad caliper? If not can I lube the e-brake cable safely or will that blow out a seal of some sorts?

nope, pretty much just take the wheel off.
I dont know if you can get the cable off with the caliper on or not but a little disassemble and lube the moving parts. Its pretty much two pieces of metal with a hinge. So over time rust develops from water and grim and stuff so it stops moving freely. Lube it up the best you can and reassemble. Prolly some anti seize or just PB blaster will work.
