Default Gas Thingy Question

So I get out of my car to refuel, wait 5 mins or so for my tank to fill, put the cap back on and snap it into place. So far, three different times when I went to close the outside flap thingy a nail looking thing was jutting out from the left side, blocking me from being able to shut the flap. Apparently this is the lock feature, as it seems to be intended to slip into the circular hole on the gas flap.

I just manually tried pushing it back into its place and slowly it allows itself to be pushed back in, but that doesn't seem like thats what you're supposed to do.

Reading the manual there is some sort of interaction between the electronic system in the car and the unlocking of the gas flap, but I never notice if that pin thing is sticking out when I open it, or if it somehow moves into position while im pumping gas.

Have you guys ever had to push that thing back in just to get the gas flap closed?
