Cupholdes are among the lowest priorities in Germany. So they don't spend much time designing one.

Germans usually don't drink while driving, as it is distracting.

Default No, because your supposed to concentrate on driving when in the car!
If I drive from Munich home to London (approx 1200 km) or Munich to Madrid on business (approx. 2400 km) for example I drive when I am in the car covering as much ground as possible and then take a break every 2-3 hours when I can also drink.
