The HD is the problem. If you go to the Neuspeed website...m..
Under the 1.8T quattro, it specifically says not to use Bilstein HD's on lowered cars. I suspect this is due to the HD's design to accomodate longer shock travel. With your Neuspeed Race springs, being a very agressive drop, you are running into the issue that should be avoided, and can be with Bilstein Sport (or any other "sport" shock designed to work with lowering springs).
Bumpstops should be kept in the mounting (ask Greg821), it's your shocks that are the problem, and having them in there with the race springs could damage them (if it hasn't already happened) and possibly damage the mounts on the car.
Good luck with the shock change.

even with neuspeed sport springs, my car sits on the bumpstops
and yes - it creates a bouncy feel. I called neuspeed about it and they said the springs are rated to work with the bump stops (and thus doesn't give my car much absorbtion on the shocks.
After my spring install, the bump stops were removed and not replaced - and the car sat low in the rear (TOO LOW).
So I guess I get to pick either a nice ride or a nice looking ride but not both.

Couple things.
First you shouldn't be riding with the Bilstein HD shocks. These don't have a short piston, and with RACE springs, you run the risk of damaging the internals of the shock.
You should be using the Bilstein Sports.
Second, check the distance between the bumpstops and the top mounting spring plate. You should have some space between there. If your car is sitting on the bumpstop, you can experience some harshness. It'd be a good idea to trim the bumpstop in that case.

Yes..
All TUV approved springs are designed to work WITH the bumpstop. It's a load requirements handed out by the German TUV.
You shouldn't need to trim bumpstops on most spring applications.
Eibach and H&R have some exceptions, because they do some designs for US applications only, which aren't TUV approved. These applications give explicit instructions to trim bumpstops.

yeah - I'd really like to get ahold of some spring risers (ala coilovers) for my back suspension.
the ride quality isn't the greatest riding on those bumpstops.

My ride now
I have some bounciness, but I think that is in part due to some sidewall flex on my 15's and some on the roads around me that I can't control. I'm thinking when I go to 17's some of that will go away but will be replaced by a bit more harshness with a slightly different feeling that bounciness, although I don't know the word to describe it yet.
I definitely do not feel I'm bottoming the shocks. I'd recommend you contact shox.com and tell them the shocks are not correct, their advice was wrong, and you want to exchange for sports. If they refuse, I think you could find a buyer for the HD's for someone who wants an aftermarket shock but no drop (E-bay or something).
