The high beam bulb is always halogen.
When you switch to high beams, one of two things happens.
Ex 1: BMW 3-series and etc. : Shutter opens low beam bulb up so more light is released.
Ex 2: Volvo S40 and etc.: Shutter opens low beam bulb up so more light is released and halogen high beam bulb lights up.

It's both...
When you turn on the high beams (not flashing them) two things happen: 1- halogen hb bulb turns on in the hb housing 2- the xenon projector lens/bulb opens the shutter removnig the lb cutoff. Hence, you get much more light output from the bixenons than regular due to the extra xenon high beam output.
There is a shutter between the xenon bulb and projector lens that flips up and down depending on if you want high or low beam.

Well... the autoleveling is where I'm having a slight problem now..
It doesn't seem to autolevel. I'm not sure why. The shutter is the high beam though, as Saturnine (John) and I have taken apart his housing and figured out how it works. Plus, if you stand next to the headlight when you switch on and off the high beams, you here the distinctive "clunk" of the shutter going up and down.
