not starting

i have a 04 audi a4 1.8t b6...starter will not engage or spin...i bench tested it and it is fine..i also checked voltage at both battery power and ignition power and both have 12.3 volts...i can push start it no problem but something with the ignition isnt enableing it to turn over..im wondering if it an amperage problem or something along that route...please get back if you have an answer

Question would be do you have enough amperage to flip the solenoid and spin the starter. I would lean toward battery.

Others?
