Default plenty of ways, start with testing and bragging rights.

PR doesnt always need to be in your face

the seized car is also a good call, LA uses them all the time from and for drug enforcement.

Default Personal cars

I often seen cops retrofitting their own cars to help in getting somebody. I was pulled over by 2006 Mazda 6 driver by undercover cops (NYPD crime unit), my friend was pulled over by Honda Odyssey and I've seen cop cars posing as taxi cabs. If detective or whoever has enough credentials is getting compensation for using his own car then I don't see why they wouldn't use it.

Default I've seen quite a few chargers, which are obvious with the blackout treatment, >

I live not to far from there, I'll keep an eye out for it, but I doubt it severely.

Default I've seen that dark gray RS4 going between 287 and 80 several times before

But I saw no police markings, lights, etc. and from what I could see the driver was a civilian.
