timing position

just curious i think i have a timing problem, when the mark on the camshaft is lined up is the piston closest to the radiator supposed to be at the top of its cycle?

Yes, and the crank pulley marks must align also.

That is your #1 cylinder at TDC when your cam gear lines up with

marks. Make sure that gear has not moved with belt off. If so, you have to confirm TDC of #1 cyl. as you line up marks.
As diagnosticator1 said, crank pully needs to align also.
