Noticed it when I was rotating the tires. My last service was at 5K. I am now at 10K. I went back and got it anyway. Did not like that part of the bummper flexing while driving. There is a small crack on it now.
The washer comes separate and it was two dollars.
It is not a lot of money. Just the relative value of it annoys me. It is a freaking screw and washer! Guess they got to make money some how.

I have already lost 6 of these, they keep falling out.
Any recommendations on getting them screwed in correctly?

Had some trouble at first too...
you really got to drive + twist it in until it "clicks" in. As you drive it in, the rubber washer will first get pinched, once the screw (or dowel pin as Audi calls it) locks in, the rubber washer will return to normal.
I see there are other screws (silver) holding the belly pan to the car. The one I lost was black and it attaches to the bumper. Since you lost 6, I assume you lost the ones that attach to the belly pan, away from the front bumper.
When you get replacements, make sure you get the correct rubber washer. At first the dealer gave me the right screw but the wrong washer (too thick). The screw will not lock.
