I have found a little solvent like WD-40 on the moving parts visible through the fuel door resurrects it. It looks like you need to remove the lining on the right side of the boot to get access to the solenoid.

I had this done on warranty.
The whole assembly, including the lid mechanism, is replaced. Your painted lid panel is moved over to the new assembly.
It's done from the outside by pushing through (making holes) in the plastic cover. I think the pdf a few posts down in the following link explains it:

To be complete, you should order also the correct fuel information label to put on the inside (if yours is the same as in Europe).
