I think he is just saying that it will brake going downhill and accelerate uphill to keep you at the speed you want. Not talking about the adaptive cruise control that keeps a certain distance and speed behind the car in front of you.

Yes, the Audi B8 basic cruise control uses the brakes (turning on the brake lights and all) to slow down when the speed difference gets over a certain threshold and the engine braking isn't enough. I never had that behavior in previous cars.

Another new thing (to me) is that also with the manual transmission, the cruise control stays active (at the set speed) after a gear shift. (It deactivates if pressing the clutch several seconds.)

Boy, has the Audi Tiptronic come a long way since my 2003 A4. Mine did not have half the computerized features listed above.
However, compared to my IS250, the Audi's shifting was much quicker and accurate. One very annoying thing with the Lexus, if you want to go from "D" to manual mode while at speed on the freeway, it will select 4th gear instead of 5th (from 6th). This double reduction of gears is the dumbest idea, making it hard to subtly brake without hitting the brakes.

The standard cruise control will apply the brake as needed to maintain speed. You do not need ACC.

But without ACC with it's forward looking radar, it will happily ram you into an object stopped in front of you...of course, at the properly maintained speed.
