That's a quote from my dealer, he also showed me cars before and after that date have slightly revised parts within the 17MY eg. license plate lights etc. if I'm wrong i apologize.

Nothing VCP/OBD11 can’t unlock. It may be a disabled dormant feature. I’ll plug in VCP tonight and try to find the bit that may need changing and reply with instructions if I’m successful.
