From what I've seen it just varies a lot all over the place. Where I live, Shell is $3.99 for Vpower while everywhere else is ~$2.79. Where I went to college, Shell had cheaper Premium than everyone else, but their regular was more expensive than everyone else's.

I am paying $2.89 for Shell 93 and then I get anywhere from 5-35 cents off of that based on what I buy with my credit cards that are linked to my Fuel Rewards account. $3.99 is CRAZY high!

And for some reason people still go there. It's over a $1 than everywhere else nearby.

Bob, just out of curiosity, how much do you pay for Shell premium in NJ? When I lived in NJ they had the cheapest gas on the East Coast, and they pumped it for you. He in CT the price for premium at Costco is $2.719

Shell Premium 93 is 3.25 a gallon. BP premium is 2.90 in NE NJ.

1) They don't care how much the gas costs because it's not their money
2) They couldn't use the fleet card anywhere else even if they wanted to
I was surprised that fleet cards even still exist, in an era where pretty much all other vendor-issued credit cards have been replaced with vendor-branded VISA/Amex/MasterCard.

And if that was my employee and I saw that they better have a darn good explanation. Every employee has a fiduciary responsibility to their company...if it was THEIR company, they wouldn't be buying gas there

If you've issued your employee a card that is only usable at the most expensive gas chain and (as is typical) forbid them from using any other payment method except in case of emergency, your employee's explanation is that they're acting as you require. You can't expect your employee to use discretion if you don't permit them any.
If your answer to that is that it's not very smart to issue fleet cards rather than branded VISA/MC/Amex cards, I absolutely agree, but the responsibility for that decision falls entirely on the employer.
