Completely lost. Car doesn't feel like an Audi anymore

The OD of the hub is what is undersized. The bearing is the same, but when the OD of the hub was machined, they went a bit too far by about 1mm. I'm chalking it up to a non-German made aftermarket OE replacement. I'll just pay the extra $$$ for a dealer part next time. Lesson learned.
I copied and pasted what you originally wrote above and it says the bearings, not the hub, are 1mm smaller so that what was I was going on. If they're not then no worries! Was just trying to help and save you from potential damage.

WOW, my mind is blown. I had some doubt that a few pieces of aluminum tape wrapped around the hub would do the trick, but damn was I wrong. It's an Audi again! The hub was around 65.5mm when I measured with a vernier caliper, and the hub bore is 66.6mm on the wheel. 3 wraps of tape around the hub put me at about 66.5-66.6 on the nose, so I threw the wheels back on and went for a drive. Zero shake at any speed from 0-85. I had no idea 1mm made that much of a headache. Lesson learned. Thanks everyone 🍻
