Default Car not starting, cold weather

I have Audi 1999 A6. I was on vacations and when I came back after 5 weeks to start the car, It did not start. I replaced the battery but still the same problem. It cranks but does not start. Jump start does not help either. May be I am over feeling but brake pad is hard as well.

something to note.
1. Car was parked in the sever cold weather.
2. New battery voltages around 12V. Voltages with jumper cable (another car) are around 13.9 V.
3. During cranking, serpentine belt with fan tries to move slowly and then stop.
4. after stop cranking, a humming sound from engine is heard for 30 seconds or so.

Please advice, what could be the issue.

sounds like you have a seized accessory.
Could be anything driven by the serpentine belt.
I'd release the serpentine belt and try to turn accessories by hand...water pump, a/c pulley, alternator, etc.

Perhaps your coolant system was inadequately loaded with antifreeze and the coolant froze. In that case, you'll have to thaw the engine. Can you see the water pump pulley and does it move when the engine is attempted to crank or does it just stay still and the belt moves around it?

Just how cold did it get? -40C/F?

Back in few days, when MN weather was blow zero. But I dont know, thing is, car was parked in garage and freezing should not be issue. Some one told me that it could be self starter.
if it is freezing issue, can i leave air heater underneath the car?

Generally not a good idea to leave ignition sources near fuel sources/under your car....If you have an air heater that does not have hot surface above X degrees F (such as one of the DeLonghi oil filled heaters) that could work but unfortunately they're about 2 feet high and won't fit under your car....and tipping them on the side isn't a good idea either.

What you can do in the garage is heat the garage with your air heater. I've used a multi-thousand BTU propane heater to bring the garage up to 60F and then just leave the door to the house open...turn off the propane heater and watch/listen the CO detector. OTOH, if you're not going to be in the garage and just want to thaw the car, a propane heater works well, just don't try to get the garage up to 100F to thaw it quickly.
