Didn't find exact problem in search: 99 tip stuck in 1st gear?
When in Drive, the D is not lit up and it won't shift out of 1st. Tried tip, with same problem, won't shift. After a couple minutes of cruising around at 10 mph, it will start shifting and be fine.
Is this a limp-home symptom?

If you truly go into limp mode, the entire PRNDy display on the dash lights up in reverse video,
and your car will drive like the back is filled with concrete. You've obviously got a problem, but it doesn't sound like you're going into limp mode. You don't have to stop and restart to get it to start shifting fine, do you?
You really need to VAG-COM it and see if the TCU threw any codes.

going out on a limb...
When the car / drivetrain is cold, I've noticed (& I know I read somewhere) that the car stays in 1st longer than usual to help get the fluid up to temp.
Maybe the fluid is low, or something with a temperature sensor is flakey...

It's been in the 50s here the last couple days. Didn't have any touble when it was much colder.
It was parked outside, as it has been all winter. I'll break out the vag-com this afternoon and see if there are any clues.
