Does anyone know if you can negotiate the value of the car or is it fixed as part of the offer.

You can negotiate the cap cost like any car, but the residual is fixed by the bank.
Sometimes the dealer will give you their buy rate on the money factor, other times they might bump it up a tiny bit.
As for how much over invoice, that depends on inventory in your region, and what it is you want. If you have to have a specific car that is scarce, expect to pay more. Something readily available? You'll pay less. Try out edmunds.com configurator to see what the average is for your area. You can sometimes beat that number, and sometimes it's spot on.
