4 hours dealer labor for a torn cv boot?

Think I know the answer already, but this seems outrageous... right?

R&I one axle, replace one cv boot? Yes that seems a bit excessive

I paid 2 hours for a local shop to do a whole half-axle...

shouldn't be any more than that.
