So, if the airbag is 'fooled'and someone is injured do you sue the Government or the Manufacture?

How about both ! :-) I'll take a properly designed seatbelt. Heck ! make it a 5 point.

I bet that if we did not have air bags we would have 5 point seatbelts by now!

Once you drive with a full harness, regular belts seem so insecure.

Default I don't think so.

Wearing a five point harness is not nearly as comfortable
or convenient as a 3 point seat belt. The more hassle,
the less compliance.
