A/C no longer works, stuck in ECON mode

Default A/c Econ stuck on.

I have a 2004 Audi A8L 4.2 with 177,334 miles on it. I tried to turn Econ mode off and it just switched back on immediately. So a few things i noticed was that my A/c fans behind condenser do not cut on. Maybe ever blue moon.Should they be spinning as soon as i start the car or maybe A/C? I also cannot chage any settings on control unit from drivers side passenger side works fine. Then the last more concerning issue is the back drivers side engine has a slow oil leak i think which you can smell a bit. sometimes i can see a lol smoke but rarely. And noticed a round part that has a small broken air tube. Shown in pictures.

Maybe the black cap, the half moon, or gasket could be bad? .Should A/C fans be spinning as soon as i start the car or maybe when using A/C only? On the earlier D2 it's common to have cracked vacuum lines to the SAI valves which it kinda looks like you are pointing to. These get very hot but quality silicone vacuum tubing makes for a good replacement.
The cam caps and cam cover gasket can leak oil in that area, easy to get the cam cover off and replace gaskets and reseal.

Looks like someone has had one of the AC port caps off and it's now missing. The valves under those caps often leak a bit so I'd expect to find that your AC system is undercharged, maybe to the point where the low-limit switch has cut off the compressor.
Easy enough to check that. As for the HVAC controls, maybe a D3 question. On the D2 this control unit has been pretty reliable.
