Mechanical Lockup

Mechanical Lockup
Hi all,
I took the car to get groceries...very mundane, I know. As I was pulling into my parking spot, maybe 1-2 feet from where I wanted to stop the car, the car stopped on it's own, as if something had mechanically locked up.
The feeling was sort of like something jammed inside the wheel spokes suddenly. After wondering if I'd broke the transmission (no lights on the dash), I just decided to gas it in reverse. The car became unstuck but made an unsticking noise sort of like a brake pad was jammed against caliper.
I was able to get back home, each time I came to a red light the car would lockup to a halt once I had slowed down to about 3mph or so. Then I would have to just gas it to get whatevver was sticking to unstick, and the car would lurch forward and get going again. Transmission seemed fine.
Can worn rear brake rotors/pads do this? I just checked rotor thicknesses.
~0.875" thick on the right rear. ~0.75" thick on the left rear. Rear pads don't look that good either. Front brakes etc are 4 weeks old.
I already have new rear brakes stored away from when I ordered fronts, but just wondering what would have lead to this.
