I am at 4140 and it used to be there. I'm a 2006 with TPMS wheels currently removed.
What year are you and do you have TPMS wheels on now?
I found Audi's TSB's say it varies by year on whether the user can disable it or not in MMI. I can do it via VAG COM.

In 2004 it probably wasn't mandatory, and I'll bet by 2006 it was. Notice they also shifted the tire pressure stickers from the gas lid to the door in the new print style too in the last year or two; also related to the Ford SUV rollover fiasco that drove these changes. Audi's TSB backgrounder on TPMS does say ability to turn it off in MMI varies by model year for the D3.
Separately my continuing conspiracy theory is 4140 also contained the French voice control changes to satisfy the Quebec language police. Thus, I'm guessing maybe they buried a change to the TPMS menu too dependent on year to comply with yet more legal oversight.
