Default 92 100CSQ oil/colant issues

I am having a couple of issues with my 100. The coolant temp gauge is showing a temp I believe to be very low, which is backed up by the low oil temp. I have recently had a water pump/thermostat/timing belt done, and a complete flush at the same time. Any ideas?

Also, I am trying to find a manual/cd for this car so I can trouble shoot easier by myself.

Sounds like it might be stuck open. Is your heater getting hot enough?

Are the radiator fans running all the time? My fan switch failed and with the fans running continuously, the engine would never warm up.
