1987.5 CGT headlights shine pretty "yellowish" but the lenses are clear. Suggestions?
Will new bulbs help, of am I just accustomed to the Xenons in the T-reg?

Sounds pretty normal to me
They definitely have a yellow glow compared to newer lights. You can get those "silverstars" or whatever that are a little bit more blue-ish, but I don't think they throw any more light.

The stock DOT lights are pretty horrible on these cars, unfortunately. When its rainy and I had my DOT lights I could barely tell they were on! You can try different bulbs, but dont go crazy with high wattage ones unless you relay them. You can very easily melt the headlight switch and/or the headlight connector. BTDT!

Perhaps you're not getting full voltage to the bulbs?
Wouldn't suprise me with almost 20 year old wiring.
Easy to check the voltage at the connectors to confirm.
Maybe you just have some crappy bulbs? As mentioned those DOT headlights suck...
