I have been having this problem for quite some time now. I have changed the air and fuel filters, cleaned out the ISV, but to no avail. The car takes 3-5 seconds of cranking before it starts cold. It starts right away when it's cranked the second time. The car also runs rich, judging by the smell of unburnt fuel from the exhaust fumes. I am suspecting the fuel pressure regulator but i would like to get some more input. How would I go about fixing this problem? Thanks in advance!

Hard starting can be so many things. Since it does start on the 2nd try and after 3 to 5 seconds I'd guess fuel pump check valve. The valve keeps the fuel line pressurized when you shut the car off.
You might try this. Turn the ignition on when you get in the car wait 5 to 10 seconds (I buckle my seat belt during this period) then start the car. The 5 to 10 second wait lets the fuel pump re-pressurize the lines. This technique cured my hot start problem.

My hard starting problem was leaking fuel injectors. When car sits for a while the injectors slowly leak fuel and then you have to overcome that excess fuel on the initial start.
