It could be the trunklid wiring harness...
...they typically break where it flexes everytime the trunk opens and closes...wires short out, and certain bits on the trunklid start to function inconsistantly (license plate lights, reverse lights, rear fog, etc...).

Ya.... trunk lid wiring can cause weird things to happen
I've had most of it:
-open the trunk with the running lights on and the fuse for the dash lights blows
-close the trunk and the trunk light stays on (verified the switch works fine)
-swap in a used harness and absolutely nothing works
-swap in another used harness and everything works fine
I'm on my 4th wiring harness.... and the original one in the car had been previously repaired!
I really need to spec some nice high-flex wire.... the industrial use stuff thats good for a million+ cycles. Problem is finding it in a small enough application... they are typically 12+ wires, and atleast twice the thickness of the oem harness.
Some people have used phone wire with great success.

Re: just finished solving this problem...
I would first check the harness like everyone said, you can easily identify the wire that run to the rear light, on my b3 they ran down the trunk lid on the drivers side.....
The switch is located on tranny no need to lift car, remove battery and you will see a cap being held by a metal piece, and the wire will wun into the engine bay on top of the inner driver flange...you can check by removing it from the tranny and pushing the button manually....
My guess would be your harness, as I removed the switch first to find out that it was in working order....
