Maybe blown head gasket(s) over-pressurizing the cooling system?
The fans will only help cooling when you're sitting still. After that, the air drawing across the radiator takes over.
And yes, stay away from Shokan!

I don't know, the air does not seem to help to cool it down much. Maybe it is much more serious than a blown fuse or a relay. I was stuck in traffic also during my drive for at least 15 mins of it and fans were quiet.
