If you're gonna be spending that kind of money on it, it's not that big a deal! And $1300... that doesn't seem right (for California at least). I could be wrong though!

To me, having to spend $1300 to subsidize 90% of the SUV's & pickup trucks on the road...
...(since they are exempt, due to the efforts of the truck manufacturer lobby) really ticks me off!
If vehicles are going to be penalized for poor mileage, hit them all. It's only fair.

Backdoor subsidy to the failing U.S. automakers...
SUVs and trucks have represented the last profitable area for the Big 3. Now that is changing and the losses will continue.
Ford really did not earn a profit in 2Q07. US operations lost ~$260 million, annualized that's a cool one billion dollar loss. Ford is a lost cause, Billy Clay seems more concerned with berthing his mega yacht than running a failing company.
Chrysler has a poor product mix with approximately 70% of junker, I mean vehicle, line up being SUVs, minivans, and trucks.
GM, amazingly, appears as the sole bright spot. The new Cadillac CTS could challenge the European marques, especially among the price sensitive portion of the consumer market. Buick is extremely strong in China and is building very interesting product in that market. Saturn has strong value proposition.

Heard Tom LaSorda of Chrysler speak...
a couple of years ago at an Economics Club of Chicago luncheon. He actually had the gall to claim that no one in Washington supports the U.S. automakers! This would not be an issue if the automakers had capable management and built a product that the consumer wants.
