Can you outline some of the other troubleshooting steps you have taken?
-Used a VW enabled scanner to check for codes? I just bought one of these for $35 and it even tells you stuff you didn't want to know.
-Checked charge pressure? Any auto parts store sells recharge kits for less than $30 with a gauge. Low charge can cause the compressor to cycle. Read the low-side pressure while the compressor is running.
-Volts at the fan harness when it should be running?

I'll test the presure and order the controller next chance I get.
Maybe after I get the control unit on there it'll need a recharge. Looks like it is under the car and has two hard to reach nuts.

Question.
Do your electric fans (smaller one on the left and the big one on the right behind the condenser) run anytime, eg when your engine is really hot?
If not, there could be either fan problem but rather the relay.
Mine had the same issue in 2013. Oiltemp in city jam around 120 celsius, coolant around 99 Celsius at idle in "N" (outside 32 Celsius) and none of the electric fans worked.
Symptom:
bigger fan was bad. It was replaced but that was not enough - a suprise. The old fan ruined the fan switch relay, too. New or used relais is essential.
you can find it under the steering wheel.
If your are lucky, only the relais went wrong, and your fans will work.
Number is 373 if I am right but unsure, which position it was.
ps
It is also possible that the fan regulator electric box went wrong but check these first.

Thank you, that's what I'm wondering, are there any other fuses or relays to it?
I'll do a visual inspection of the relay to see if anything looks cracked ot burnt

Which position is it? I found a site selling a radiator fan relay for cheap (7M0951253A) is that what I need?

Fixed!
I found a big orange fuse under those relays. I replaced it and turned in the AC. The electric fan came on right away.
Thanks for all the help. Now, I just need to get the solar roof working. It might be that 385 relay.
