It's not a valve cover. It's a cam cover. That said, there should be a plastic baffle below the oil
filler cap. Wipe it off and feel it. I doubt that you have any problems with the cam cover.

It's there as an anti-frothing measure
The baffle is there as an anti-frothing measure.
In the winter if you make lots of short trips and the engine doesn't warm up it reduces the amount of frothing that will form in the valve cover when water condensation becomes whipped into the oil.
The '87 Fox I had many years ago came without the baffle and adding it significantly reduced frothing in the winter when I drove only a few blocks to university all week. Mind you, driving long enough to let the engine come up to temperature and boil off excess moisture through the PCV system will also do the trick. )
