RS2 bracket is for the 993TT caliper. It's a 2-piece design. The 996 generation uses a 1-piece caliper (called a monoblock). To use the 996 caliper you'll need a special adapter bracket, available through a number of places including ECS and bira.org.
As for the rotor, you have a couple options.. the one that's cheapest is to use the Euro A8 rotor. It's a 314x30 mm rotor. The Porsche one is 314x25mm, and will not work with our cars.

rotors aren't too thin, Porsches don't have the same offset nor bolt pattern. If we had a 25mm thick rotor that would work, we'd use it. You actually need to make a very slight modification to the 996 calipers to make them work with the 30mm thick rotor.
As for availability, your best bet is to check with Greg at the bira.org website. Cool guy. I just checked the ECS site.. forgot that they use the 993TT with the 314x30 rotors instead of the 996 Carrera like the BIRA system 3
