Forum Tools?

Forum Tools?
Has something changed for the Forum Tools? Before I'd get a dropdown that I used to mark the forum read. Now it drops me to the bottom of the page and I have to use Home to get to the top, then chose the forum read tool.

Also now happening with IE9 and Win7 Enterprise.
