No... but it is recommended.
Oil returns to the block from turbo via gravity only, therefore the turbo must be located above the oil level and oil does not need to be drained.
Turbo is below the water reservoir, however, so you will slowly leak coolant through the head until level. You can plug the lines fairly easily, and it won't make a huge mess. However...
It is recommended that you replace the oil anyway, and likely the coolant system could stand to be replaced, so you should drain both and have replacements w/ oil filter on hand.
