Default NoVA: yes. DC: no.

The DC-proper streets are horrible even on my 17" setup. MD's not much better.

You could get away w/ 19" in NoVA for the most part.

From where are you moving?

Default I really do not want to have any incidents because fixing the SLIII's is costly and time consuming

I really do not want to have a headache about it.

I'm going to grad school there and i need to be concerned with my studies.
