If codes are cleared fron the control unit will NYS inspection be okayed?

I assume you're talking about a 1996 or newer car, as the older ones it doesn't matter if the check engine light is on. So here's the answer: When you clear the codes, you also reset all the monitors. Monitors are the self-tests the computer runs to check all the engines emission systems (egr, o2, evap, misfire, catalyst, ect.). On pre '01 cars, you are allowed 2 incomplete monitors, on '01 and newer you are only allowed 1 incomplete monitor. When you clear the codes, all the monitors are turned to incomplete. The car needs to be driven to allow the computer to run all the tests to turn the monitors to complete, and the car will pass NYSI. Depending on the vehicle and conditions, it can take anywhere from 20 minutes of driving, to a few days of driving.
