2.) Yes and no! Assuming you have enough power (Hp) and you have upgraded the stock clutch, then yes. You can put a lot more Hp to the ground. But remember, a lighter car is always easier to accelerate!
3.)Yes, try APR at (goapr.com) they're using a Garret turbo.
4.)Well, I have heard of 550+ Hp but I am not sure how much the internals were changed. (Dahlback Racing or something like that)
Finally, I believe YES you could get into the mid 12's. How? That is the question! I would work with a tunner such as APR for example. Get their 330 Hp kit and have a 6mm head gasket installed to lower the compression ratio (or different pistons) so that you can have custom ECU programming that allowed you to run 25psi of boost on 93 octane and something crazy like 35psi or so with race gas. I am sure by now you'll be running the RS2 tranny, a racing clutch, a carbon fiber hood with a RAM air scoop for your custom built intake system.
Basically when you're done you might want to sell the car for a more practical one, and the cycle begins again... Goood luck!
