I am unable to get the hood to pop up. The cable appears to be broken or stretched. I read other posts about dropping the splash guard and manually opening the hood from the bottom of the vehicle, but it looks like the latch under the hood is NOT accessible from the bottom even with the splash guards removed.

Is there another way to get the hood open? (other than taking it to the dealer for approx $300)
