Another way is to drop the front belly pan, pretty clear access to them from there. I had the pan off anyway to change the oil.

I just pulled the grill around the fogs. Need a T25 Torx bit to remove 2 screws holding in the fog light assembly and then just change the bulb. Took about 15 minutes. Hardest part was removing the grills.
