Yes there are several dealers here and some will let you use your own parts but they have to be authentic OE. You just need to ask in a friendly way, some will some won't.
I actually just had my ATF changed at the dealer a few months ago and they did the same thing your dealer did, a fluid exchange with no filter -- I actually had them do it twice about a month apart since it's not a full flush. I don't know what the labor was because I didn't pay for it, the dealer picked up the bill because it was a result of their mistake hooking up the ATF line to the radiator and it leaked everywhere.
When I did the full service of transmission, transfer case and both diffs at around 75K miles I changed the filter with the kit. However at 120K miles now and the dealer just did the fluid exchange as you call it and even the store manager insisted not to replace the filter and said they never do. I didn't want to be greedy and push for more than I was entitled to since he was a very good person to work with and did a number of things for free to fix their mistake and make up for the fact that I had to clean up ATF all over my garage floor.
So in summary changing the gasket and filter is the most correct thing to do, but even the dealer doesn't do it. However again we know that they don't really care too much about your car once it's out of warranty and not their problem anymore.
