The authentication process is broken. It will not validate with my known username/password for the AudiUSA site at least.
I was able to see that the package size for the full update is a whopping 10.1 GB!
That explains why the car itself will limit the number of states that can be updated at once.

Using the online Audi Chat, I was told that the Q7 was designed to primarily download from the vehicle and that any data used did not count towards AudiConnect limits. I requested the ability to use the SD card option stated in the owners manual and was asked to provide my VIN and MyAudi account info and they would attempt to enable download access. No promised time frame for my request. (I also tried signing up on the German language site but it had no result)
I will reply should they actually enable access for me.

I had the same issue trying to download special poi info from the myaudi site.
It turns out that it's down to the version of Java you are running on your PC/mac. Tried various PCs with no luck then upgraded Java on the mac to latest version and bingo, started working again. Could also try a reinstall?
That said, as other poster said, in this day and age there are better methods they could have used.

A3 Update Same Issue
Wow finally found a forum where more info is shown. Before reading this, I had created another my audi login from another country, in Germany specific. And that also did not work. But the Java log found something else entirely now with the German username. It seems they have some authentication issue with their CDN. I actually got some contacts in their hosting company. I will try to reach out directly to them directly and see if they can contact the right people:

At the end they get a HttpStatus 403.

Google Earth Overlay is live, but the navigation data is stored on the internal hard drive and updated regularly, either over the air (ota) or from SD card (to which the map data must be downloaded first), the latter is not working right now but it was working earlier this year (I did nay 2015/2016 to 2016 update via SD card in late April or May).

Google Maps is just the graphical overlay of the satellite image over the nav database. The data of the street structure is separate and that is what is updated with the downloaded data.
If you do not maintain AudiConnect service after the free trial, you will lose both the graphical Google Maps satellite overlay and the ability to download nav data updates. But your existing nav database will remain and be used for navigation.
