is it possible to purchase this item with out the fogs, and lower grilles which do not have cut outs for the fogs???

But I believe the front skirt only comes with lower outer grilles that already include a cutout for the fogs. The cutout is actually part of the frame for the grilles. It would seem that it would be simple enough to replace the grille with similar grille material but I don't believe such a configuration is supplied with the front skirt.
