Slight differences, but mostly they're underrated in the US.

Isn't the fuel higher octane in Europe?

Yes, 98 octane available at all pumps (in Portugal, anyways).

Europe uses only RON octane rating. 98 RON is about equivalent to 93 R+M/2

Default ...and they're tuned for 93 there vs. 91 here. And DIN to SAE conversion, and a bit of underrating..

...that's the trifecta of a reason.

and 98 is the expensive gas, 95 RON is the standard. Is that equivalent to 91?
