There is a strong correlation between knock voltage and timing retard, but not direct. If you begin to saturate the sensors, the ECU will check other parameters and dial things back if necessary.

If you're hitting 29+V, timing will be pulled.

Default knock voltages is just one of the inputs that the ECU uses to determine timing retard

but it is one of the more prominant ones

if you mean that retard is only effected by knock, then no. If you mean will high knock voltages cause timing retard....yes
